National Unity and Peace Consolidation Committee (NCPNC) Chairman Lt-Gen Hla Hpyay said during a meeting with the Democratic Karen Buddhist Army (DKBA) that he does not want the DKBA to be involved in online fraud activities. The meeting between the NCPNC and DKBA was held on the morning of July 9 at the meeting hall of the Thingaha Hotel in Nay Pyi Taw. Representatives attending the meeting included NCPNC Chairman Lt-Gen Hla Hpyay, Secretary Lt-Gen Min Naing, and members of the coordination committee, as well as DKBA Chief of Staff Saw Shwe Oo, Deputy Chief of Staff Saw San Aung, Chief of Military Affairs Saw Sein Win, Commander of Brigade 1 Saw Htoo Aung, Tactician Saw Aung Htoo, Head of Economic Affairs Saw Nay Blu, and Deputy Head of Trade Saw Myat Oo. At the meeting, NCPNC Chairman Lt-Gen Hla Hpyay stated that he would coordinate cooperation on education, health, and regional development. He emphasized the need for regional stability and peace, and for nurturing education, health, and regional development for future generations. He also discussed the situation regarding cooperation on combating online fraud and expressed his desire for the DKBA not to be involved in such activities. Regarding education, he mentioned that the President is prioritizing it and expressed his hope for frank discussions between both sides at the meeting. He also spoke about the possibilities of cooperating with the government and the military for regional stability. Following this, DKBA Chief of Staff Saw Shwe Oo stated that they have worked with the government for regional stability and development. He said that during periods of conflict, they have remained neutral and built harmony. He added that ways must be found to address the prolonged armed conflicts and the suffering of the people, and that lasting peace can be achieved together. He also stated that they will continue to follow the path of the former leaders who founded the DKBA. Afterwards, the attendees discussed cooperating with the government for regional stability, regional development, and lasting peace; combating online fraud; preventing terrorist groups from operating in their territory; reopening and upgrading schools in Sonse Myai, Waley, and Kyauk Khat regions; supplying textbooks; providing teachers; supplying vaccines and medicines for malaria and influenza outbreaks in villages; ensuring stability and peace in border areas; and facilitating swift and smooth transportation and trade. Subsequently, NCPNC Secretary Lt-Gen Min Naing explained the need to eradicate online fraud activities in key areas controlled by the DKBA, such as Waley, Kyauk Khat, and Bayathosoo; to cooperate with the Tatmadaw, regional troops, regional commands, and local governments; to enhance communication and coordination with the Tatmadaw and relevant regional commands regarding the current clashes in Karen State, ground security situation, and operational status; to prioritize regional development, education, and health programs by reducing and halting fighting for regional stability and peace; and to continue implementing more effective, honest, and open cooperation for regional stability and peace, moving from informal discussions to formal meetings. Afterwards, coordination was made to record the discussions of both sides, and the record was signed and approved. Following this, DKBA Deputy Chief of Staff Saw San Aung delivered words of thanks, and NCPNC Chairman Lt-Gen Hla Hpyay delivered concluding remarks and presented commemorative gifts, after which the meeting was concluded. The Central Committee for National Unity and Peace Consolidation, led by the President of the Republic of the Union of Myanmar, believes that ending armed conflicts and resolving political issues politically is essential for peace processes. To implement and promote peace processes for national development and stability, it issued Announcement No. 1/2026 on April 21, inviting discussions without prior restrictions.
