Cambodia Promotes Implementation of International Covenant on Economic, Social and Cultural Rights

Kandal Province in central Cambodia, in cooperation with the Cambodian Human Rights Committee, organized a workshop on September 3, 2026, to disseminate the national report on the implementation of the International Covenant on Economic, Social and Cultural Rights (ICESCR). The workshop was attended by government officials and the three armed forces throughout Kandal Province. Mr. Khoy Malen, Deputy Governor of Kandal Province, representing H.E. Kuch Chamroeun, Governor of Kandal Province, expressed his warmest welcome to H.E. Keo Remy, Deputy Prime Minister and Chairman of the Cambodian Human Rights Committee, for gracing the "Workshop to Disseminate the National Report on the Implementation of the International Covenant on Economic, Social and Cultural Rights (ICESCR)" with his presence. Kandal Province is currently building a complex network of infrastructure that serves both the economic and social sectors, aiming to achieve the vision of transforming Kandal Province into a "Support Belt for Security, Safety, Industry, Logistics, Food, and Housing" that is civilized, resilient, and inclusive, thereby progressively improving the living standards, well-being, and dignity of the entire population in the province. H.E. Keo Remy, Deputy Prime Minister and Chairman of the Cambodian Human Rights Committee, stated that economic, social, and cultural rights are fundamental and important human rights among others, as stipulated in the International Covenant on Economic, Social and Cultural Rights. He added that the Royal Government of Cambodia has also formulated policies, strategic plans, and measures in various sectors to ensure the promotion of economic, social, and cultural rights, as well as the implementation of this international covenant. The Deputy Prime Minister further explained that the workshop aims to broadly disseminate to the sub-national level the significant efforts and achievements of the Royal Government in protecting and promoting human rights in Cambodia; to demonstrate the regular implementation of the Royal Government's international obligations as a member state of the United Nations by submitting reports on the implementation of the International Covenant on Economic, Social and Cultural Rights (ICESCR); to clearly disseminate the process of protection and the conclusions of the national report on the implementation of the International Covenant on Economic, Social and Cultural Rights; and to encourage sub-national units to have a better understanding of the International Covenant on Economic, Social and Cultural Rights and to participate in its implementation.
