Khvong Sa'reng Directs Authorities to Enhance Citizen Services Amidst Political Mobilization

Phnom Penh City Governor Khvong Sa'reng, a member of the Cambodian People's Party (CPP) Central Committee and Chairman of the CPP Phnom Penh Municipal Committee, instructed district and commune authorities to comprehensively serve citizens in terms of livelihoods and security. This directive was given during a meeting with members of the CPP Sangkat (commune) Touk Svay Prey 1 and 2 committees in Boeung Keng Kang district on the afternoon of July 22, 2026, after administrative hours. Specifically, the instructions included attending to the living conditions of residents, maintaining security, and inspecting infrastructure such as drainage canals, waterways, and roads. The goal is to earn the trust and affection of the people, encouraging them to continue voting for the CPP. Khvong Sa'reng emphasized that the Phnom Penh Municipal Administration will guarantee expenses for residents who are struggling financially or are unable to afford funeral costs or coffins. He urged those in need to contact their nearest commune or district authorities, stating that such assistance brings "great merit." He further stated that to maintain popularity and continued support from the people, who are the "voters," it is necessary to address shortcomings and improve the provision of various public services. The governor asserted that the CPP must continue to win and govern "forever," as no other party has the capacity to defend peace like the CPP. He also referenced the development of the nation under former Prime Minister Samdech Techo Hun Sen and Prime Minister Samdech Thipadei Hun Manet, highlighting their firm commitment to defending territorial integrity. He urged authorities to disseminate this information widely among the populace to ensure continued support and victory for the CPP in the 2027 and 2028 elections. During the event, commune chiefs and village leaders reported on the party's achievements and ongoing action plans, including strengthening party membership and maintaining security and order in their localities. Residents reportedly expressed their full support for the measures taken by Samdech Techo Hun Sen and Prime Minister Samdech Thipadei Hun Manet regarding the Cambodia-Thailand border dispute and the boycott of Thai goods. This directive is seen as part of the CPP's effort to further solidify its political base through enhanced citizen services in preparation for upcoming elections.
