Cambodia Urges Authorities and Landlords to Combat Online Scams

This stern warning and the implementation of strict measures were made during a meeting to disseminate the Law on Combating Technology-Based Fraud (Online Scams) and Sub-Decree No. 03 ANK.BK dated April 5, 2026, by the Royal Government of Cambodia. The meeting took place on the afternoon of Monday, July 20, 2026, at Building A, Phsar Borei Chey 2, Chamkar Tadok Village, Ruessei Kroch Commune, Mongkol Borei District. During the occasion, His Excellency Oum Ratry clearly highlighted the key aspects of the government's policies and legal measures, stating that technology-based fraud (Online Scams) not only causes severe damage to the property and interests of citizens but also impacts public security, order, and the nation's honor. Therefore, the enforcement of the law and Sub-Decree No. 03 ANK.BK is a crucial two-edged sword in cracking down on and preventing all such fraudulent activities in a timely manner. Furthermore, the Governor conveyed his regards and additional recommendations to local authorities, administrative police, and civil defense forces to conduct in-depth educational outreach to every household. Specifically, they must meticulously manage the profiles and statistics of citizens temporarily residing in guesthouses and rental rooms, without any leniency or tolerance towards any illegal acts. Concurrently, His Excellency also appealed to all owners of guesthouses and rental rooms to cooperate by immediately providing information to the authorities if they suspect any irregular activities within their premises. It should be noted that this important dissemination meeting was attended by members of the District Council, the District Governor's Cabinet, officials from various offices and units, the District Police Inspector and Deputy Inspectors, the District Military Police Commander and Deputy Commanders, the Council members of all 13 communes, commune clerks, the police chiefs of all 13 communes, village chiefs of all villages, as well as owners of guesthouses and rental rooms in Mongkol Borei District, totaling 345 participants (67 women). The entire assembly expressed their firm commitment to effectively implement the knowledge of the new law and sub-decree in their respective localities.
