Ho Chi Minh City to Develop 63ha Truong Tho ICD Site into TOD Urban Area Post-2030

Ho Chi Minh City is proceeding with plans to transform the 63-hectare Inland Container Depot (ICD) at Truong Tho into a mixed-use urban development area based on the Transit-Oriented Development (TOD) model, effective after 2030. According to a representative from the Department of Construction, the Truong Tho ICD cluster will maintain its operations until 2030. Following this, it is planned to be developed into a mixed-use urban area following the TOD model. The relocation of the ICD cluster will be implemented in stages, linked to the construction progress of the Long Binh ICD and alternative logistics centers. The city will not proceed with the relocation until the new system is capable of handling the cargo volume, to avoid disrupting import-export and transportation activities. Based on the inland waterway infrastructure plan, the ports and ICDs within the Truong Tho cluster, including Transimex, Phuc Long, Truong Tho, ICD Tay Nam - Tanamexco, and Cang Kho Van Mien Nam, will continue to operate until 2030. Subsequently, the entire ICD cluster will be relocated to ICD Long Binh, in accordance with the Ho Chi Minh City Master Plan for the period 2021-2030, with a vision towards 2050. To replace the role of the Truong Tho ICD, Ho Chi Minh City is studying the development of additional inland ports, dry ports, and logistics centers in the upstream areas of the Dong Nai and Saigon rivers. These hubs will connect with national highways, ring roads, and waterway transport routes to transfer goods from industrial parks in Ho Chi Minh City and Binh Duong to Hiep Phuoc Port or Cai Mep-Thi Vai International Port. The Department of Construction stated that the city will also research solutions to support businesses during the relocation process, covering investment procedures, land, construction, and infrastructure connectivity, to ensure the supply chain remains uninterrupted. Regarding the land fund after relocation, according to the general urban plan of Ho Chi Minh City until 2040, with a vision to 2060, approximately 63 hectares of land at Truong Tho will be studied for conversion into a mixed-use, innovative urban model integrated with public transport (TOD). The city prioritizes the development of parks, green riverfront spaces, educational, cultural, research, and innovation facilities, along with commercial, service, office, and residential areas in appropriate proportions. This area is also oriented towards TOD development along Metro Line 1, supplementing social infrastructure, pedestrian and bicycle paths, and community living spaces. The Department of Construction indicated that the land use plan will be specifically determined in subsequent detailed planning projects. The city also emphasizes that the land fund after relocation must generate higher urban and public value, and the entire area should not be converted solely into residential or commercial projects. According to the port system plan, berths along the Saigon River will be gradually relocated and repurposed, while operational development will be focused on the Hiep Phuoc Port area and the Cat Lai-Phu Huu Port area. Concurrently, Ho Chi Minh City aims to develop the Cai Mep-Thi Vai international transshipment port and the Can Gio international transshipment port, forming a large-scale port system for the region.
