The Governor of Sihanoukville, Cambodia, attended the "Cambodia-China Cooperation: Smart Manufacturing for ASEAN" forum in Guangzhou, China. He presented a master plan to develop Sihanoukville as a model multi-purpose Special Economic Zone (SEZ), aiming to attract investment, particularly from the Greater Bay Area.
A delegation from Sihanoukville province, Cambodia, led by Governor Mang Sineth, participated in the "Cambodia-China Cooperation: Smart Manufacturing for ASEAN" forum held in Guangzhou, China, on September 8, 2026. The event aims to strengthen economic, trade, and digital technology cooperation between Cambodia and China. The "Cambodia-China Cooperation: Smart Manufacturing for ASEAN" forum was organized and co-hosted by ISI Group and Sun Wah Group. Its primary objective is to enhance economic, trade, and digital technology cooperation. The event specifically focused on showcasing investment opportunities and the attractive economic potential of Sihanoukville province, with a particular emphasis on drawing enterprises and investors from China's Greater Bay Area (GBA) — Guangdong, Hong Kong, and Macao — to invest in the ISI Special Economic Zone (SEZ) and other SEZs throughout Sihanoukville province. The forum's agenda included: Keynote Presentations: Governor Mang Sineth delivered an opening address and a keynote presentation on "Sihanoukville: An Investment Opportunity," detailing supportive policies, a conducive business environment, and other favorable factors for foreign investors. Concurrently, Mr. Chea Kok Hong presented the development direction and progress of the master plan to transform Sihanoukville province into a model multi-purpose SEZ. Representatives from the ISI SEZ also presented information on infrastructure, land availability, and incentive packages for smart manufacturing factories. Panel Discussion: The forum featured an in-depth panel discussion involving provincial administration leaders, the master plan secretariat, the Chairman of ISI Group, and representatives of partner companies. This discussion offered Chinese investors a platform to exchange views and resolve direct concerns related to investment laws, economic opportunities, and business establishment procedures in Sihanoukville province. This mission is poised to not only elevate Sihanoukville's international prestige but also marks a significant step in attracting modern manufacturing enterprises, smart technology, and green investments to Cambodia. Through this collaboration, Sihanoukville province anticipates an increase in Foreign Direct Investment (FDI), which will act as a catalyst for economic growth and generate broader, high-skilled employment opportunities for its citizens.
