Cambodia Intensifies Fight Against Cyber Fraud, Governor Urges Strict Law Enforcement
The Governor of Cambodia's Banteay Meanchey province has instructed relevant authorities to strengthen measures against cyber fraud, urging strict enforcement of related laws. Emphasis is placed on enhancing security management in residential areas and rental properties, alongside intensified public awareness campaigns.
Banteay Meanchey Provincial Governor Ouk Rathry has strongly instructed all relevant authorities, armed forces, and stakeholders to cooperate closely and with high responsibility to effectively and timely combat technology-based fraud offenses. This directive was issued during a meeting to disseminate the Law on Combating Technology-Based Fraud and Sub-Decree No. 03 on Security Management for Residential Areas, held at the Banteay Meanchey Provincial Hall's meeting room 'A' on the morning of July 20, 2026, for the administration of Serei Saophoan City. During his remarks and leadership of the meeting, Governor Ouk Rathry profoundly emphasized that technology-based fraud offenses are a hot topic and a serious threat to social security, safety, and the economic interests of the citizens. Therefore, understanding the law and strictly implementing Sub-Decree No. 03 are crucial keys to cutting off the roots of these offenses. Governor Ouk Rathry provided several key recommendations and instructions to the Serei Saophoan City administration and specialized forces: Strengthen management of residential areas, pay close attention to inspecting and managing security in collective living areas, rental buildings, and various suspicious locations with the utmost rigor in accordance with the spirit of Sub-Decree No. 03. Enhance dissemination at the grassroots level by organizing mechanisms to widely spread the content of the law to citizens at the local level to increase vigilance and reduce victimization by malicious individuals through social networks or technological systems. Inter-sectoral cooperation among local authorities, competent forces, and relevant departments must involve regular information exchange on suspicious activities and immediate legal action without exception. The Governor stressed, "Combating technology-based fraud is not the sole responsibility of any single institution, but it requires active participation and high commitment from all relevant parties to ensure peace, security, and safety for all citizens in Banteay Meanchey province." The meeting yielded fruitful results, with all participants making firm commitments to apply the knowledge and spirit of this law to achieve tangible outcomes within their respective jurisdictions.
