Myanmar Resistance Coalitions Meet to Streamline Strategy Amid Junta Pressure

Myanmar resistance forces and ethnic armed organizations (EAOs) met with the Steering Council for the Emergence of a Federal Democratic Union (SCEF) in late July to synchronize political and military operations. Formed in March by the civilian National Unity Government (NUG), parliamentary leaders (CRPH), and key ethnic groups including the KIO, KNU, CNF, and KNPP, SCEF aims to consolidate anti-regime momentum to dismantle the military dictatorship and establish a federal democratic union. The strategic consultations come as the military junta attempts to fragment opposition unity through selective peace talks and defector amnesties. During the third week of July, SCEF conducted a series of bilateral and multilateral meetings with regional bodies and ethnic leadership—including Mon, Pa-O, and Arakan Army (AA) representatives, as well as administrative units from Sagaing, Magway, and Mandalay—to formalize collective entry into the coalition. "If our forces in Mon State join SCEF, we will work together within its established frameworks," said Nai Mon Sai, chairman of the Mon State Federal Council's administrative committee. "The main pillars are military, political, financial, and federal affairs." In diplomatic engagements with Thailand's foreign minister and ASEAN’s Special Envoy from the Philippines, SCEF delegates emphasized that conditions on the ground are not yet suitable for formal political negotiations with the regime. Former military officer Captain Zin Yaw noted that this unified posture provides crucial support for forces on the ground. "If there is genuine alignment and strategic cooperation, the revolution’s prospects for success increase significantly," Zin Yaw said. "At a time when the regime is trying to maneuver diplomatically, unified action among resistance forces provides vital backing for frontline troops." Additionally, online discussions with AA Commander-in-Chief Maj. Gen. Tun Mrat Naing focused on coordinating disaster relief and post-flood recovery efforts in Rakhine (Arakan) State.
