Vientiane Plans to Update Land Appraisal Prices to Reflect Market Values
Vientiane Capital is planning to update its land appraisal prices, established in 2021, which have deviated from market values. This initiative is expected to increase land-related tax revenues and enhance valuation transparency.
Vientiane Capital is planning to update its land appraisal prices to more accurately reflect current market values. This was reported by the Vientiane Department of Agriculture and Environment during a working session led by Mr. Nakhasene Sihalath, Vice President of the Vientiane People’s Council. The current appraisal framework was established in 2021 under Decision No. 142/VDP of the Vientiane Mayor’s Office to provide a common basis for calculating land-related fees and taxes. However, rapid urban expansion, residential development, and infrastructure projects have significantly increased land values, making some official appraisal prices outdated compared to market conditions. The report identified several challenges, including differences in how districts apply official appraisal prices and the use of other legal provisions for calculating certain transactions. These practices can create inconsistencies and affect state revenue collection. Furthermore, the 2021 decision did not establish unit rates for valuing buildings and other structures, forcing officials to refer to earlier regulations in some cases. Authorities stressed that official land appraisal prices are primarily used as a basis for calculating land-use right transfer fees and income taxes. They are not automatically used to determine compensation for land affected by development projects. Where compensation values differ significantly from appraisal prices, a separate committee must be established and approved by the Vientiane People’s Council. Options being considered for revision include setting prices at 10–30% of prevailing market values or increasing existing baseline prices by 10–30%, taking into account economic conditions and infrastructure development. The plan also includes modernizing the land valuation system by developing clear, standardized guidelines and utilizing online platforms to improve public access to land valuation regulations and pricing information.
