Banteay Meanchey Province Discusses Strengthening Security and Public Services

Banteay Meanchey Province, located in northwestern Cambodia along the border with Thailand, held its 28th ordinary meeting of the 4th mandate on September 3, 2026. The provincial leadership identified strengthening security, establishing social order, enhancing public service delivery to citizens, and continuing to pay attention to the border situation and affected residents as key priorities. The meeting took place at the provincial council meeting hall, presided over by H.E. Plek Vary, President of the Provincial Council, and H.E. Uch Ratree, Governor of Banteay Meanchey Province. Participants included provincial council members, deputy governors, heads and deputy heads of provincial departments and around-provincial units, members of the three branches of the armed forces, as well as governors and council members of all nine districts and municipalities, and numerous other relevant officials. H.E. Plek Vary, President of the Provincial Council, commended the efforts of civil servants, armed forces, and officials from relevant units who have fulfilled their roles and responsibilities with a spirit of accountability. He emphasized that the collective efforts of all institutions have not only contributed to maintaining and strengthening territorial integrity but also ensured more effective and timely public service delivery to the people. He also praised the attention given by leaders and relevant officials to visiting and encouraging frontline forces on duty at the border, as well as their efforts in facilitating and supporting displaced persons and those facing difficulties. He highlighted the importance of collaboration between the provincial administration, security forces, and technical officials to ensure that security, safety, and citizen services are implemented in accordance with the roles and responsibilities of each institution. Concurrently, H.E. Uch Ratree, Governor of Banteay Meanchey Province, stressed the continued promotion of security, public order, and the protection of citizens' safety, especially in border areas and regions prone to criminal activity. The Governor affirmed the provincial administration's commitment to strengthening security and social order and urged close cooperation between officials and security forces to effectively prevent and suppress crimes. Furthermore, H.E. Uch Ratree urged the continued promotion and implementation of the "Safe Village/Commune" policy, emphasizing the need to investigate and suppress all types of crimes, particularly those causing societal concern. These include offenses related to youth delinquency, drug trafficking, illegal residency and assembly of foreigners, online scams, human trafficking and all forms of sexual exploitation, illegal border crossings, and the transportation of smuggled goods. In addition to security issues, the Governor also encouraged the reinforcement of the implementation and dissemination of traffic laws to help reduce the risk of traffic accidents and enhance the spirit of law observance among citizens and all road users. The 28th ordinary meeting of the 4th mandate served not only as a platform to review and evaluate past work but also as an opportunity for leaders from the province, districts, municipalities, departments, units, and relevant forces to jointly define priorities and clear directions for future implementation.
