Vietnam Emphasizes R&D and Human Resources in Tech Cooperation

Minister of Science and Technology Vũ Hải Quân stated that in response to AFK Sistema's proposals for cooperation in satellite technology, UAVs, and hydrogen, international cooperation should focus not only on investment and business but also on research and development (R&D) and human resource training. This statement is seen as part of Vietnam's national strategy to achieve technological self-reliance and upgrade its domestic industries, moving beyond being merely a recipient of technology. In recent years, as Vietnam has experienced rapid economic growth, fostering high-tech industries has become a critical objective. Particular emphasis is placed on resolving technological bottlenecks in the semiconductor industry and developing technologies for the AI era. The Minister's clear stance indicates that in cooperation with AFK Sistema, not only specific investment amounts and business plans are important, but also technology transfer, joint research, and training programs for future engineers and researchers within Vietnam are indispensable. This can be interpreted as Vietnam's ambition to play a more value-added role in the global technology supply chain. Under Vietnam's one-party system, long-term industrial policies are implemented under state leadership, with strengthening the science and technology sector being one of the paramount tasks. Especially as economic and geopolitical relations with China become more complex, enhancing technological autonomy is considered extremely important for both national security and economic sustainability. This statement reflects Vietnam's strategic intentions in this regard.
