Cambodia Arrests Village Chief and Three Accomplices for Online Scam Hub and Bribery

The Anti-Corruption Unit (ACU) of Cambodia has arrested the village chief of Prek Sak in Kiri Sakor district, Koh Kong province, along with three accomplices, for allegedly facilitating an online scam operation and engaging in bribery. The arrested village chief, identified as Rim Rom, has been charged by the prosecutor at the Phnom Penh Municipal Court with bribery, conspiracy in establishing or leading an online scam center, and money laundering. These charges are based on articles of the Law on Anti-Corruption, the Penal Code, the Law on Combating Online Scams, and the Law on Anti-Money Laundering and Combating the Financing of Terrorism. Accomplices Chea Vasna and Chea Soth, also known as Meng, face similar charges of conspiracy in bribery, conspiracy in establishing or leading an online scam center, and conspiracy in money laundering, under the same legal provisions. Chea Vasna was apprehended while Chea Soth is already in detention. Furthermore, Chinese national Zhang Jian Qiang, also known as Cai You Yuan or Trangol, and his accomplices are accused of bribery, online scams, establishing or leading an online scam center, and money laundering. They are currently at large, and investigations are proceeding under relevant laws, including the Law on Anti-Corruption, the Penal Code, the Law on Combating Online Scams, and the Law on Anti-Money Laundering and Combating the Financing of Terrorism. The ACU is pursuing legal proceedings to address these criminal activities, highlighting the growing concern over sophisticated online fraud and potential corruption within public service in Cambodia.
