Ho Chi Minh City Metro Targets Average Annual Profit of VND27 Billion by 2030

Ho Chi Minh City's People's Committee has assigned the operator of the city's first metro line, Ben Thanh-Suoi Tien, to achieve a profit target of VND133 billion (approximately $5.3 million) in total for the 2026-2030 period, averaging VND27 billion ($1.1 million) per year. This directive aims to ensure the preservation and development of state capital and enhance the company's operational efficiency. The Ho Chi Minh City Urban Railway Company Limited (HURC), a state-owned enterprise with 100% capital from the People's Committee, is tasked with achieving an average annual revenue growth of 10%. The company is expected to generate nearly VND3.76 trillion (approximately $185 million) in total revenue by 2030, with a target of VND900 billion ($44 million) in the final year of the period. HURC's primary revenue stream comes from subsidies calculated based on operational distance and unit prices, agreed upon with the Ho Chi Minh City Public Transport Center. Additional income is generated from ticket sales and infrastructure maintenance services. The city also mandates that HURC increase its pre-tax profit annually, from nearly VND22 billion ($1.1 million) this year to approximately VND32 billion ($1.6 million) by 2030. The cumulative pre-tax profit for the five-year period is projected to be VND133 billion ($5.3 million). The Ben Thanh-Suoi Tien metro line spans nearly 20 kilometers, connecting the city center to the eastern gateway. The project, with a total investment exceeding VND43.7 trillion ($2.15 billion), was completed after 12 years of construction and features 14 stations, including three underground stations in the central area. The People's Committee anticipates that HURC will meet and exceed its targets for passenger volume and train operations in the coming years, thereby promoting the public transport system and fostering public transit usage habits among citizens. In the long term, Ho Chi Minh City aims for its urban railway system to handle 20-30% of the public's travel demand by 2030, increasing to 35-50% by 2035, and reaching 50-60% by 2045.
