The discussions focused on enhancing collaboration in areas such as urban transport, science and technology, digital transformation, trade and investment, and cultural exchanges. The expansion of urban railway networks, particularly to alleviate traffic congestion in Hanoi, is seen as a potential area where Russian technology and expertise can be applied. Vietnam, under its one-party system, prioritizes infrastructure development, especially the modernization of urban transportation networks, as a key national objective amidst its ongoing economic growth. Cooperation with Russia is expected to contribute to solving these domestic challenges and is also part of Vietnam's diplomatic strategy to maintain geopolitical balance. Russia views its partnership with Vietnam as strategic and seeks to maintain its influence by deepening economic and technological cooperation. The talks also confirmed the strengthening of collaboration in more specialized fields, such as developing a cooperation roadmap in science and technology between the two countries and establishing a cooperative relationship in quantum technology, with concrete outcomes anticipated in the future.
