Cambodia's Poipet Province Signs MOU for Out-of-Court Dispute Resolution, Enhancing Public Services
The National Authority for Dispute Resolution Out of Court (NCDMDR) and the Poipet Provincial Administration have signed an MOU on cooperation in out-of-court dispute resolution. This aims to enhance the efficiency of public service delivery to citizens and facilitate prompt, effective dispute settlement.
The National Authority for Dispute Resolution Out of Court (NCDMDR) and the Poipet Provincial Administration have signed a Memorandum of Understanding (MOU) on cooperation in out-of-court dispute resolution. This agreement aims to strengthen the dispute resolution mechanism and enhance the efficiency of public service delivery to citizens. The MOU signing ceremony was held on June 29, 2026, in Poipet Province, presided over by Mr. Chin Malin, Permanent Secretary of State of the Ministry of Justice and Vice Chairman of the NCDMDR, Mr. Mok Ra, Chairman of the Poipet Provincial Council, and Mr. Koy Rida, Governor of Poipet Province. Approximately 100 officials from the Ministry of Justice, Ministry of Inspection, government delegations, provincial court presidents, provincial prosecutors, provincial council members, and relevant provincial departments and units also attended. This MOU is expected to contribute to strengthening the out-of-court dispute resolution mechanism and facilitating more effective and prompt dispute resolution that meets the specific needs of local residents. Mr. Chin Malin stated that the MOU focuses on strengthening relationships and partnerships to further broaden the avenues for out-of-court dispute resolution and enhance its effectiveness. According to Mr. Yom Pharot, Secretary-General of the NCDMDR, 580 disputes were resolved in the first four months of 2026, following nearly 2,000 disputes resolved throughout 2025. The NCDMDR was established with the objective of creating a national-level mechanism for resolving disputes outside of court, in addition to existing mechanisms, to improve the quality, efficiency, and sustainability of out-of-court dispute resolution. This initiative is anticipated to contribute to improving access to justice in Cambodia and stabilizing citizens' livelihoods.
