Cambodian Ruling Party Emphasizes Grassroots Organization for Public Trust and Election Preparedness

Net Pheaktra, a member of the Central Committee of the Cambodian People's Party (CPP) and head of the party's grassroots working group in Kratie province, has emphasized the importance of strengthening grassroots organizations and building public trust. Speaking at a meeting with local party leaders in Krong Sen Chey commune, Snoul district, Kratie province, on September 13, Pheaktra stated, "Grassroots work involves engaging with the people. Party officials must listen clearly, address issues with precise goals, and follow up with accountability for results, thereby building public trust." He urged local party officials to unite and demonstrate their strength in leading their communities, serving the people with honesty to gain the support and trust of voters. He added, "Solidarity is a great force. The grassroots working group must be responsible. Older officials must share their experience, while new officials must strive to learn and be creative. We must work as one for the cause of the party and the happiness of the people." Pheaktra also highlighted key points to enhance the effectiveness of party work at the grassroots level. These include strengthening the capacity of working groups at all levels, updating party membership lists accurately, and assigning responsibilities to officials according to their expertise. He further stressed the importance of building and training new generations of party members to take over leadership roles with dynamism, strictly maintaining party discipline, adhering to the party's statutes, and fostering strong internal solidarity. As a party official, Pheaktra stated that one must understand the well-being of the people. "We must go down to the people's homes to understand their real challenges and solve problems promptly. Any concerns or disputes at the local level must be resolved transparently and justly to increase public confidence. We must encourage authorities and working groups to serve the people well, quickly, efficiently, and to eliminate any negative phenomena that harm the party's popularity," he said. Concurrently, Pheaktra urged grassroots party officials to continue widely disseminating the achievements of the government and the party to the public. He also called for strengthening existing party members and expanding membership, especially among the youth in local areas. Addressing local party machinery, Pheaktra instructed party officials to remind party members to check their names on the voter list. The voter list verification and registration for 2026 will take place from October 7 to November 30. He urged eligible members to register within the timeframe to prepare for the commune/sangkat council elections in 2027. Net Pheaktra further stated that CPP officials must continue to do good deeds and act rightly, avoiding actions that harm the interests of the people. They must continue to strive to serve the people, especially by strengthening the provision of public services to be fast and of high quality, addressing inefficiencies, and working on long-term strategic initiatives. He also instructed officials at all levels to continue implementing the "Safe Village-Commune-Sangkat" policy, particularly concerning drug issues, illegal gambling, fraud, hooliganism, and the strict crackdown and prevention of natural resource crimes. According to a report by Sam Nal, Chairman of the CPP Committee for Snoul District, the district comprises 6 communes and 46 villages, with a total population of 109,925. Of these, 64,042 are aged 18 and above. Currently, 55,544 residents have registered to vote, including 28,223 women. The CPP has 44,994 members, with 23,080 being women. In Krong Sen Chey commune, Sam Nal reported that 9,626 residents have registered to vote, and the CPP has 7,806 members, accounting for 80.72% of the registered voters in the commune.
