Cambodia's Ministry of Labor Warns of Legal Action Against Illegal Labor Recruiters

Cambodia's Ministry of Labor and Vocational Training has issued a warning of legal action against individuals and companies that illegally advertise job opportunities or facilitate the departure of workers abroad without proper authorization. The ministry noted recent instances where individuals have used social media to spread information about arranging overseas employment for Cambodian citizens without official permission. In a notice dated September 21, the ministry advised the public and citizens intending to work abroad to thoroughly understand the legal procedures for overseas employment to avoid becoming victims of human trafficking and labor exploitation. It urged them not to believe misleading advertisements from brokers or individuals claiming to expedite overseas placements outside legal channels. Citizens are encouraged to verify the list of authorized overseas employment service providers with the Ministry of Labor and Vocational Training or its provincial departments, and to only engage with agencies that have obtained official permission from the ministry. The ministry also outlined two mechanisms for workers seeking overseas employment to ensure safe migration and the protection of their legal rights and benefits. The first is the State-to-State mechanism, directly managed and implemented by the Ministry of Labor and Vocational Training in cooperation with recipient governments, including the Republic of Korea (for industrial, agricultural, and construction sectors) and Israel (for agriculture). The second is the Private-to-Private mechanism, which operates through private overseas employment service providers authorized by the ministry. This mechanism facilitates employment in countries such as Japan (as trainees and skilled workers), Malaysia (general, domestic service, and hotel services), Singapore (general, construction, shipbuilding, and hospitality, as well as domestic helpers), Hong Kong Special Administrative Region (domestic helpers), Vietnam (industrial and construction sectors), and Arab countries (hospitality and hotel sectors).
