Cambodia: Traffic Accident Offender and Victim Reach Settlement, Case Dropped

In Phnom Penh, Cambodia, a settlement has been reached between the offender and victim in a traffic accident, bringing the case to a close. The execution of an arrest warrant, issued by the prosecutor, was finalized on the afternoon of September 7th at the Phnom Penh Municipal Police Headquarters. Mr. Soth Thavon (33 years old, Khmer nationality), who was named in the arrest warrant, acknowledged his fault and provided compensation to the injured party, who sustained a fracture to their left arm. Concurrently, the injured party voluntarily accepted the compensation and submitted a request to withdraw their lawsuit, effective from September 7th, the day of the mediation. The incident originated from a traffic accident that occurred on August 17th, 2026, at approximately 5:30 PM at the intersection of Street 528 and Street 285 in Boeung Kak 1 commune, Tuol Kork district. A teenage girl riding a motorcycle sustained a broken arm and was receiving medical treatment at the hospital. On September 6th, traffic police from the Phnom Penh Municipal Police Headquarters, acting on the prosecutor's order, attempted to apprehend Mr. Soth Thavon at a barbershop located at House No. 2, Street 342, Sangkat Chrang Chamres 1, Khan Russey Keo, for questioning regarding the traffic accident that caused injury to another person and his subsequent evasion from the scene. Upon the officers' attempt to execute the warrant, his family members reportedly obstructed the process, causing a disturbance. Subsequently, the Deputy Commissioner in charge of traffic police operations arrived at the scene. With assurances from the man's lawyer and family, the Deputy Commissioner allowed Mr. Soth Thavon to return home, with permission from the Deputy Prosecutor of the Phnom Penh Municipal Court, under the guarantee that he would present himself at the Municipal Police Headquarters on September 7th, 2026, for questioning and to follow legal procedures. On September 7th, Mr. Soth Thavon arrived at the Phnom Penh Municipal Police Headquarters, and legal procedures were carried out under the direction of the prosecutor.
