Cambodian Developer Offers Assets, Accepts Legal Responsibility for Failed Project 6A

Phnom Penh: Leng Navatra, owner of Borey Leng Navatra, has announced his intention to hand over family assets, including land and vehicles, to the Ministry of Land Management, Urban Planning and Construction to be managed as appropriate. This comes as he declared the inability to complete Project 6A. Mr. Leng Navatra made the announcement via his Facebook page on September 8, 2026, stating his readiness to take responsibility for the issues arising from the project and requesting understanding from the government and the public concerned. According to his statement, Project 6A requires an additional budget of approximately $20 to $30 million to be completed. He mentioned that the project was sold for a total of approximately $185 million, while the expenses to date have reached approximately $221 million. He acknowledged two main mistakes: the delay in project implementation and the accumulation of debt, which have led to development difficulties and the inability to complete the project as planned. Mr. Leng Navatra affirmed his readiness to take legal responsibility for the problems that have occurred and requested understanding from the government and the public regarding the project's situation. Simultaneously, he announced his full cooperation with relevant ministries and institutions in investigating and finding solutions to the ongoing issues, with the goal of resolving and completing Project 6A. He also reiterated his preparedness to contribute family assets to the resolution process. This announcement comes amid growing concerns about the project's delays and financial issues.
