Royal University of Phnom Penh Holds Seminar on Legal Achievements of Ministry of Economy's Legislative Advisory Council

On the afternoon of August 4, 2026, the Royal University of Phnom Penh organized a seminar on the legal achievements of the Legislative Advisory Council of the Ministry of Economy and Finance to disseminate knowledge to its students. In his opening remarks, Dr. Chet Chealy, Rector of the Royal University of Phnom Penh, stated that this seminar is beneficial to society, and especially to the students currently studying at the university. Dr. Chet Chealy also confirmed that the Royal University of Phnom Penh will soon open another law major, and the request to open this major has already been submitted to the Ministry of Education. He added that the opening of this law major is not intended to compete with law faculties that have over 100 years of history. The Rector stated, "I think before I retire next year, the law major will be back, but we have no intention of competing with law faculties that have been around for 100 years since the French opened them." The Rector also mentioned that the program includes presentations by experts on legal matters related to philosophy and religion. He expressed confidence that through the seminar and expert presentations, participating students will actively ask questions related to legal issues to gain new knowledge. Concurrently, Dr. Hel Chamroeun, Secretary of State and Permanent Vice-Chairman of the Legislative Advisory Council of the Ministry of Economy and Finance, stated that the presentations and discussions in this forum will be beneficial for the understanding, learning, and research of the professors of the Royal University of Phnom Penh, as well as for the students who are currently studying and researching. As a public official serving in legal affairs and reform within the Ministry of Economy and Finance, Dr. Chamroeun emphasized his duty to share the knowledge and experience he has gained with the students. This is to help students understand the evolution and changes of the nation, so they can prepare themselves appropriately to participate in further national development. This seminar featured two presentations. The first was on "Axioms of Interpretation" by Dr. Hel Chamroeun, and the second was on "Vision and Mission of the Legislative Advisory Council of the Ministry of Economy and Finance" by Mr. Xieng Phalla, Undersecretary of State and Chairman of the Secretariat of the Legislative Advisory Council of the Ministry of Economy and Finance. Additionally, a discussion on the topic "Axioms of Interpretation" was held with representatives from the Ministry of Economy and Finance and the Royal University of Phnom Penh.
