Cambodia Reviews 10-Year Industrial Plan to Boost High-Tech Sectors

PHNOM PENH, Sept 18, 2026 (KPT) — Cambodia is reviewing a new 10‑year industrial development policy aimed at steering its manufacturing sector towards higher‑skilled, technology‑based industries, officials said Thursday. The draft “Cambodia Industrial Development Policy 2026–2035” was discussed at an inter‑ministerial meeting chaired by Hang Sahip, permanent vice‑chairman of the Supreme National Economic Council (SNEC) and head of the drafting working group. The meeting brought together SNEC members, government officials and representatives of relevant ministries and institutions. Hang said the policy seeks to modernise Cambodia’s industrial structure and reduce reliance on labour‑intensive, low‑skilled industries. Its four main objectives include attracting higher‑quality investment, creating better‑paid skilled jobs, strengthening the industrial base, developing supporting industries and preparing for future trends while improving environmental resilience. Priority industries are grouped into four categories: existing sectors, emerging and growing industries, long‑term strategic sectors, and supporting industries linked to the circular economy. The draft also identifies seven areas for action, ranging from promoting investment and expanding export markets to improving infrastructure, skills, technology and access to finance. Officials said the policy is intended to serve as a roadmap for the next decade, addressing structural challenges, diversifying exports and strengthening links between foreign investors and Cambodian businesses. It proposes a more targeted approach by identifying sectors where Cambodia has competitive advantages and developing them in stages. Participants suggested further changes to make measures more specific and easier to implement, while discussing institutional mechanisms to support execution. Technology transfer and skills development were highlighted as crucial links between research, innovation and practical applications in industry and the labour market. Hang said the policy aims to build a more diversified, resilient and competitive industrial sector, supporting Cambodia’s ambition of becoming a high‑income country by 2050.
