Cambodia Senate Approves Aviation and ASEAN Trade Pacts for Cost Reduction and Supply Chain Integration

PHNOM PENH, July 30, 2026 (KPT) — Cambodia’s Senate has unanimously backed four international and regional agreements designed to lower aviation financing and trade costs, dismantle technical barriers and strengthen the Kingdom’s role in ASEAN supply chains. All 58 senators attending an extraordinary session on Wednesday endorsed the draft laws without amendment, including Cambodia’s accession to the Cape Town Convention and Aircraft Protocol, alongside three ASEAN frameworks covering mutual recognition, construction materials and automotive products. Accession to the Cape Town Convention creates a legal framework for secured interests in high‑value aviation assets such as aircraft, engines and helicopters. The Senate said the move would boost investment and trade while supporting Cambodia’s aviation industry, tourism, air cargo and domestic and international air transport. The vote comes as Cambodia expands airport infrastructure and its national airline modernizes its fleet, driving demand for aviation investment and financing. The three ASEAN measures aim to harmonize standards and reduce duplicate testing across member states. The Framework Agreement on Mutual Recognition Arrangements is expected to cut technical barriers and lower costs from repeated product certification, speeding Cambodian exports into regional markets. For construction materials, the ASEAN arrangement seeks to align standards and conformity procedures, reducing certification costs and attracting investment into domestic manufacturing. The automotive pact targets duplicate testing of vehicles and components while strengthening safety and environmental standards, supporting Cambodia’s push to develop assembly and parts manufacturing. The four draft laws had earlier cleared the National Assembly, where 110 lawmakers voted in favor on July 14. Together, the measures underline Cambodia’s bid to reduce business costs and tighten regulatory links with regional and international markets as it seeks greater investment and higher‑value participation in ASEAN supply chains.
