Vietnam Communist Party Central Committee Discusses Amendments to Party Charter

The Central Committee of the Communist Party of Vietnam has commenced discussions on several key agenda items, including draft amendments to the regulations for implementing the Party Charter. This is seen as a preparatory phase for future revisions to the Party Charter itself. According to a statement from the Party Central Office released on the afternoon of July 21, the 3rd Plenum of the 14th Central Committee convened that morning, chaired by General Secretary and President To Lam, to discuss four main topics. One of the agenda items is the draft regulation by the 14th Central Committee on what Party members are not allowed to do, replacing Regulation 37 of 2021. Opinions were also sought on the draft amendment to Regulation 20 of 2026 on implementing the Party Charter; a proposal for innovating Vietnam's development model; and a draft summary of Resolution 18 of 2022, which focuses on continuing to innovate and perfect institutions, policies, and enhance the effectiveness of land management and use, in conjunction with the direction for amending the Land Law and related laws. During the afternoon session, the committee worked in groups to discuss the draft summary of Resolution 36 of 2018 on the strategy for sustainable development of Vietnam's marine economy by 2030, with a vision to 2045, and the draft summary of Resolution 24 of 2013 on proactively responding to climate change, strengthening resource management, and environmental protection. The conference is scheduled to continue its third working day tomorrow. The amendment of the Party Charter's implementation regulations is a preparatory step for the process of revising the Party Charter itself, which is expected to be presented at the 15th Party Congress. At the closing session of the 14th Party Congress in January, Standing Member of the Secretariat Tran Cam Tu stated that the 13th Central Committee had completed a 15-year review of the implementation of the Party Charter and received nearly 4.2 million feedback contributions. The majority of opinions agreed with the draft review report and proposed amendments and supplements to certain provisions of the Party Charter. The 14th Party Congress assigned the 14th Central Committee, the Politburo, and the Secretariat to direct the Party Charter Review Subcommittee to maximally incorporate delegates' opinions, complete the 15-year review report on the implementation of the Party Charter, and formulate the direction for amending and supplementing the Party Charter immediately after the 14th Party Congress. Simultaneously, it was instructed to study amendments and supplements to the Political Platform for submission to the 15th Party Congress.
