Bali Pursues Decarbonization with Solar Power Push, Facing Challenges and Hopes
A 300 MW solar power plant has begun operations in Bali, raising hopes for decarbonization. However, regulations on rooftop solar power (PLTS Atap) are hindering its widespread adoption.
A 300-megawatt (MW) solar power plant (PLTS) has been launched in Gilimanuk, Bali, sparking renewed hopes for the island's transition away from fossil fuels. This project is part of a larger 100-gigawatt (GW) solar power development initiative. Various organizations, including Trend Asia, LBH Bali, and 350 Indonesia, are urging that this development serve as a catalyst for Bali to fully abandon its reliance on fossil-based energy. These groups emphasize that the development of solar energy should create ample space for small-scale PLTS, including rooftop solar for households, communities, public facilities, and businesses. They believe this approach will accelerate the energy transition and prevent large-scale land conversion. However, the adoption of rooftop solar power (PLTS Atap) is currently facing significant hurdles due to Ministry of Energy and Mineral Resources Regulation No. 2 of 2024. This regulation imposes quotas on PLTS Atap development, dictates application periods, and has abolished the mechanism for offsetting electricity bills with surplus energy exported to the PLN grid. This regulatory environment is slowing down the growth of PLTS Atap, despite its potential for rapid, widespread deployment without requiring extensive land acquisition. In Bali, several villages have already installed rooftop solar systems to support agricultural machinery, water pumps in traditional markets, and electricity for community activities. Stakeholders are looking to the new large-scale solar plant as a momentum builder, hoping it will drive a comprehensive energy transition that actively involves local communities and fosters broader adoption of renewable energy solutions.
