Cambodia and Thailand Move Towards Reconciliation at PCA Arbitration Commission

Cambodia and Thailand have taken a significant step towards reconciliation during the inaugural meeting of the Arbitration Commission of the Permanent Court of Arbitration (PCA). A press release from the PCA on September 16, 2026, announced the outcome of this crucial session, which is part of a broader process to resolve bilateral issues. In his opening statement, Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, Prak Sokhonn, reiterated a declaration made by Prime Minister Hun Manet, stating, "Cambodia and Thailand will benefit from a just and lasting solution, agreed upon with the guidance of international conciliators and in accordance with international law." He emphasized that the reconciliation process is a means of rebuilding trust, not an escalation of tensions. Looking ahead, he highlighted that the primary objective is to achieve a resolution that serves the interests of the people of both nations and contributes to peace, cooperation, and shared prosperity in the region. Similarly, Thai Deputy Prime Minister and Minister of Foreign Affairs, Don Pramudwinai, stated in his opening remarks that reconciliation can help both parties identify common ground, narrow differing legal positions, and negotiate ways forward. He added that Thailand is participating in this reconciliation with goodwill, fully respecting the provisions of the UN Convention on the Law of the Sea (UNCLOS), and with confidence in the commission's independence, impartiality, and collective expertise. Looking ahead, he noted that Thailand is ready to engage constructively in the process, aiming for a negotiated and equitable solution with the commission's assistance. Following the opening statements, each party delivered key presentations and engaged in confidential bilateral meetings with the commission, addressing the history of the dispute and the issues to be considered in the reconciliation process. The commission also convened additional meetings with the parties on September 16, 2026. For the next steps, the Arbitration Commission and both parties will continue their engagement on the issues presented and will arrange further meetings, which are expected to take place in the coming months.
