Thailand's FY2027 Budget Debate Begins Amidst Opposition Criticism of 'Plus' Additions

The Thai House of Representatives has officially commenced urgent deliberations on the draft budget for fiscal year 2027, with a total sum of 3.78 trillion baht. Ekkanit Nitithanprapas, Deputy Prime Minister and Minister of Finance, presented the draft bill on behalf of the Prime Minister. The government highlighted five key policy areas, appended with the term 'Plus,' aimed at driving economic growth, ranging from 'Small People Plus' to assist low-income earners, to 'Green Plus' and 'AI Plus.' He affirmed adherence to strict fiscal discipline and the most efficient use of taxpayer money. However, as the budget review entered its critical phase, over 30 opposition MPs from the People's Party, led by Sirikanya Tansakul, a party-list MP, strongly criticized the government. Sirikanya likened the country's fiscal situation to 'a chronic wound that has burst.' She pointed out that the draft budget reduces investment expenditure by 70 billion baht while current expenditures and central funds have alarmingly increased. She also raised suspicions about the government's tactic of adding the terms 'Plus' and 'AI' to the end of project names to deceptively secure additional budget allocations from the parliament. 'Many projects are merely extensions of existing ones with the addition of the word 'Plus' at the end. Meanwhile, AI-related projects receive special budget increases, as if having the word 'AI' is like an ATM code to receive more funds. The government still lacks any new projects that create real change,' she stated. This sentiment was echoed by Apisit Vejjajiva, a party-list MP for the Democrat Party, who argued that this is a 'hand-to-mouth' budget lacking vision and failing to see the country's future. He noted that the tax-to-GDP ratio stands at a record low of 14.6%, and almost all investment expenditure relies on borrowing. He warned that if the liabilities under Section 28 and an additional borrowing plan of 400 billion baht are included, the actual public debt will exceed 70% and could surge to 90% within the next 5-10 years without a major overhaul of the revenue structure and tax system. Beyond the budget's substance, the afternoon session saw heated exchanges that nearly escalated into verbal altercations. Pol. Gen. Seripisuth Temiyaves, a party-list MP for the Seri Ruam Thai Party, brought up allegations of corruption in the Senate bidding case and elections, linking them to 'blue lines.' This prompted Supachai Jaisamut, an MP from the Bhumjaithai Party, to protest, arguing it violated regulations and strayed from the topic. The situation intensified when Pol. Gen. Seripisuth accused the presiding officer, Sophon Sarum, of being 'not neutral and siding with the government.' This led Sophon to immediately cut off his microphone and demand an apology for the disrespectful remarks. Pol. Gen. Seripisuth then abruptly concluded, stating, 'In that case, I will not debate further. I request to end my speech,' and walked away from the podium. The opening day of the FY2027 budget debate has exposed significant cracks in the nation's fiscal structure and political divisions that are poised to ignite at any moment. The House of Representatives will continue to debate this budget until July 1st, before a vote on whether to approve the principles of the bill in its first reading.
