In Hiep Hung commune, Can Tho City, located in Vietnam's Mekong Delta region, the "Mass Mobilization for Administrative Procedures" (Dân vận khéo trong thực hiện thủ tục hành chính) model is expanding its effectiveness. This initiative aims to improve administrative procedures and enhance citizen services. It has been over a year since the city implemented a two-tier local government system, and during this period, the commune has rapidly stabilized its administrative apparatus, promoted administrative reform, and accelerated digital transformation. Through this model, Hiep Hung commune seeks to reduce the complexity of administrative procedures faced by residents and provide faster, more transparent services. By strengthening mechanisms to directly reflect residents' voices into administration, the commune aims to achieve a modern and efficient administrative service centered around each individual citizen. This approach applies the concept of "Mass Mobilization" (Dân vận), promoted by the Communist Party of Vietnam, to the field of administrative services, representing an effort to improve administrative quality with the active participation and cooperation of residents. Under Vietnam's one-party system, enhancing efficiency and citizen satisfaction across various societal sectors under the leadership of the Communist Party is a key priority.
