Hanoi Relocates and Rebuilds Riverside Villages for Flood Safety

Hanoi, the capital of Vietnam, has initiated the relocation and redevelopment of settlements situated in areas with high flood and inundation risks as part of its urban redevelopment plan along the Red River (Song Hong). This project prioritizes enhancing disaster prevention and mitigation capabilities along the urban river. Specifically, two clusters of villages that do not meet safety standards will be relocated, and two new village clusters will be rebuilt. Furthermore, eight village clusters will undergo selective renovation and upgrading. Throughout this process, there is a policy to preserve the long-standing historical, cultural, and architectural values, as well as the unique village landscapes. Hanoi emphasizes its strong political will in advancing the Red River Landscape Avenue Project (Trục đại lộ cảnh quan sông Hồng). For the relocated residents, areas with well-developed infrastructure and conditions conducive to livelihood creation will be selected. Currently, up to 85,000 plots of land and apartments are being prepared for residents affected by the relocation. This represents a crucial step in smoothly facilitating compensation and resettlement for the residents. This project goes beyond mere infrastructure development; it aims to refresh the urban landscape along the Red River and improve the quality of life for its residents. Under Vietnam's one-party system, large-scale development projects like this are typically driven by strong government leadership and political will. Against the backdrop of economic growth and urbanization, efforts are being made to ensure residents' safety and improve their living environments. In terms of relations with China, this could also present opportunities for sharing experiences in infrastructure development and urban planning.
