Laos-Vietnam Border Provinces Renew Cooperation Framework for 2026-2029

The signing ceremony took place at the Oudomxay Provincial Administration Office, with Oudomxay Deputy Governor Souvat Mahavongsanan and Vice Chairman of the Son La Provincial People's Council Dang Ngoc Hao affixing their signatures. The event was witnessed by senior officials from both provinces, including their respective Party Secretaries and Presidents of the Provincial People's Councils. The agreement builds on cooperation achieved during 2022–2025 and provides a framework for deeper collaboration based on mutual respect, equality and shared benefit, in line with the laws of both countries and relevant international commitments. Under the new agreement, the two provinces will strengthen cooperation in political exchanges, public administration, national defense and security, with a focus on combating transnational crime, drug trafficking, human trafficking and cross-border smuggling. The two sides also agreed to expand trade and investment, promote agricultural and forestry cooperation, support business partnerships, and encourage tourism development through joint promotional activities and cross-border travel routes. The agreement also covers cooperation in education, healthcare, culture, sports and human resource development. Son La will continue providing scholarships and medical services for residents of Oudomxay, while both provinces will cooperate in professional training and language education. Relevant departments will oversee implementation of the agreement, with joint review meetings to be held every three years on a rotating basis. Officials said the agreement will further strengthen the special solidarity and comprehensive strategic partnership between Laos and Vietnam while promoting sustainable socio-economic development in both border provinces.
