Flood Control Projects Planned for 39 NCR Sites by 2026

The Philippine government is set to implement flood mitigation projects at 39 sites across the National Capital Region (NCR) by 2026, aiming to address the persistent issue of severe flooding. According to an announcement from Malacañang, the planned interventions include the development of bioretention areas, detention ponds, river floodplains, and inland wetlands. Several rivers are also slated for renaturation, a process to restore them to their natural form and function. The urgency for these projects is underscored by recent weather events. In August 2026, NCR experienced 201.8 millimeters of rainfall in just five hours, a volume nearly half of that recorded during Typhoon Ondoy in 2009, which saw 455 mm of rain over 24 hours in Metro Manila. Historically, a significant portion of NCR's drainage system was established over 50 years ago, designed for a much smaller population. The current infrastructure struggles to cope with the demands of population growth, rapid urbanization, and the impacts of climate change. Structural engineer Juan Paolo Bersamina emphasizes the need for a holistic approach to solving NCR's drainage problems, rather than a piecemeal one. Urbanization presents a major challenge, with many buildings constructed close to drainage lines, increasing the cost and complexity of any excavation or infrastructure work. This can create a domino effect, making solutions more difficult to implement. For instance, Quezon City alone requires P27 billion to complete its drainage master plan, exceeding half of its annual budget of P40.5 billion. The proposed projects aim to alleviate flooding through various structural interventions: Detention ponds are designed to temporarily store rainwater, preventing it from overwhelming low-lying areas. River floodplains, flat areas adjacent to rivers, act as natural sponges, absorbing excess water during floods. Inland wetlands, often called the "Kidneys of the Earth," purify wastewater and can absorb large volumes of rainwater, mitigating floods and helping combat drought. River renaturation involves restoring damaged waterways to their natural state, including their original width and vegetation along the banks, which also aids in flood reduction. While the intentions behind these projects are sound, their execution in a densely urbanized area like Metro Manila is fraught with challenges. Acquiring land can be expensive and met with resistance from property owners. A comprehensive land-use plan and agreement among all cities within NCR are crucial for successful implementation. The selected sites were identified by Dutch engineering consultancy firm Haskoning.
