Vietnam Communist Party Directs Thorough Implementation of Central Committee's 3rd Plenum Resolutions

General Secretary and President To Lam attended and delivered a directive speech at a conference on studying, comprehending, and implementing the resolutions of the 3rd Plenum of the 14th Central Committee on July 29. He emphasized that the significant policies on Party building, the political system, and national development and defense, decided at this plenum, are a concrete step towards achieving the goals of the 14th Party Congress, aligning with national objectives for 2026, 2030, and 2045. Comrade To Lam instructed that in implementing the resolutions, clarity in tasks, responsibilities, timelines, results, and accountability must be ensured. He then called for focus on five key issues. Firstly, enhancing the Party's leadership and governing capacity, synchronously innovating leadership, governance, and development methods, ensuring the effective operation of the political system, and establishing a development model centered on humans, knowledge, technology, innovation, and high-quality human resources, with unified and efficient management of national resources. He also stated that in national defense, security, foreign affairs, and environmental sectors, strengthening proactive prevention and adaptability is crucial. Secondly, in Party building, it is necessary to combine "construction" and "combating corruption," balancing strict discipline with encouraging innovation. Absolute adherence to the Party Charter is required, and for new issues, pilot implementation with clear scope, deadlines, and responsible individuals is to be pursued. Regulations on what Party members are not allowed to do help identify and prevent violations, while also protecting the spirit of daring to think, act, and take responsibility for the common good. Thirdly, in managing development space and resources, it is essential to overcome divisions by geography, sector, and tenure, positioning each locality and resource within the overall framework of regional linkages and national interests. In land law reform, the principle of public ownership and land as a special national resource must be maintained, ensuring its management and use benefit the entire population and improve people's lives. The state will not reconsider legal land use rights based on past policies and laws, and will ensure improved housing and livelihoods for those whose land is acquired. Fourthly, the development of the marine economy must be linked with ecosystem protection, improving people's lives, and safeguarding national sovereignty. Preparations must be made for Vietnam to become a nation rich from the sea and sustainably developed from the sea by 2045. Fifthly, innovating the development model means transforming not only growth adjustments but also the methods of creating, distributing, and enjoying development achievements, with humans at the center. Science, technology, data, innovation, and high-quality human resources must become the primary drivers. Furthermore, it is imperative to maintain the unity of security and development, ensuring that development enhances resilience and security safeguards a stable environment for growth, and that environmental protection is not sacrificed for short-term gains. At the conference, responsible officials from various sectors presented specialized explanations on the resolutions. Following the conference, Comrade To Lam directed all Party committees, agencies, and localities to immediately review their implementation plans for the Party Congress resolutions and the 3rd Plenum resolutions, resolving overlaps and coordinating resources towards common goals.
