The order covers open-access production and protection forest lands, as well as suitable areas under expired or canceled tenure instruments that have been assessed for forestry-related development. Existing valid forest tenure instruments will remain protected and unaffected. Furthermore, the policy explicitly prohibits investment projects incompatible with sustainable forest management, such as sanitary landfills and housing or subdivision developments within forest land. Environment Secretary Juan Miguel T. Cuna stated that the new policy aims to open suitable forest areas to responsible and climate-smart investments, thereby creating more jobs, generating income, and fostering local enterprises. "With science-based planning, climate resilience, and strong safeguards, we are creating investment-ready sites that generate real work for Filipino families while ensuring that our forest resources are cared for and sustained for generations," Mr. Cuna said in a statement.
