Vietnam Transitions to Contributor in UN Cooperation: From Recipient to Partner

Vietnam is transitioning its role in multilateral cooperation with the UN from a recipient of support to a contributor to peace and sustainable development. As noted by UN Resident Coordinator in Vietnam Pauline Tamesis, Vietnam brings its own experience of transformation—from post-war reconstruction and poverty reduction to economic integration and sustainable development—to multilateral cooperation. This shift signifies Vietnam's growing establishment as a responsible member of the international community. The country is enhancing its presence on the global stage through significant speeches at the UN General Assembly (UNGA), participation in high-level debates at UNGA 81, and state visits, such as to Canada. Furthermore, Vietnam is deepening its active engagement in regional and international issues, including its reaffirmation of support for the Palestinian people at the UN Security Council. Vietnam's economic growth under its one-party system has been driven by the introduction of a socialist-oriented market economy and open-door policies, which have attracted foreign investment and led to export-led growth. However, this rapid development has also brought about social challenges such as environmental issues and income inequality. In its relations with China, Vietnam maintains a complex relationship due to geographical proximity and strong economic ties. While economically dependent on China, Vietnam also harbors security concerns, particularly regarding the South China Sea. Vietnam's statements in multilateral forums like the UN reflect this balancing act in its foreign policy. The transition of Vietnam from a 'recipient' to a 'contributor' in its UN cooperation underscores its expanding influence and increasingly proactive diplomatic stance. This indicates Vietnam's willingness to offer its experiences and resources towards solving global challenges, thereby elevating its future role in international collaboration.
