Tulfo Files Bill to Bar Court Restraints on Wage Orders

Senator Raffy Tulfo has filed a bill seeking to prohibit courts, tribunals, and other entities from issuing temporary restraining orders (TROs) or injunctions against the issuance, implementation, and enforcement of wage orders. In filing Senate Bill No. 2372 on Monday, Tulfo cited the suspension of the P85 increase in the daily minimum wage as an example of how such measures delay wage hikes for workers and exacerbate economic hardship. The proposed legislation aims to ensure that once a wage order is issued, its implementation will not be hindered by any legal proceedings until it takes effect. This is expected to shorten the time between the approval of minimum wage increases and their actual reflection in workers' pay. In the Philippines, minimum wages are determined by the National Wages and Productivity Commission (NWPC), but their decisions are often delayed by objections from business groups or TRO applications filed in court. Tulfo argued that this bill is a crucial step towards ensuring that wage increases, essential for improving the living standards of workers, are implemented promptly and effectively. If enacted, this bill could lead to faster tangible wage increases for low-income workers. However, concerns may arise from the business sector regarding the impact of wage hikes on operational costs and competitiveness.
