Bandung City Council Tightens Oversight on Hospital and Inspectorate Building Construction

The Bandung City Council has begun mapping various risks associated with the construction of the Bandung City Regional General Hospital (RSUD) and the Regional Inspectorate Building. This initiative aims to ensure these strategic projects proceed according to schedule without legal complications or budget overruns. The mitigation efforts were discussed during a Focus Group Discussion (FGD) on Risk Mitigation for the Construction Process of the Regional Inspectorate Building and Bandung City RSUD Building, held at the Shakti Hotel Bandung on Thursday (23/7). Attendees included the Speaker of the Bandung City Council, Asep Mulyadi, First Vice Speaker Toni Wijaya, Third Vice Speaker Rieke Suryaningsih, leadership and members of Special Committee 17 of the Bandung City Council, regional apparatus, and related stakeholders. During the discussion, the City Council identified at least three main categories of risks requiring attention throughout the construction process. First, administrative and legal risks. All processes, from planning, procurement, to tendering and multi-year contracts, must be meticulously prepared to avoid future legal issues or audit findings. Second, technical and quality risks. The construction of the RSUD and the Inspectorate Building are projects related to strategic public service facilities. Therefore, construction quality, technical specifications, environmental aspects, and safety standards must remain a priority. Third, delay and cost overrun risks. The City Council urged that all potential obstacles be anticipated from the initial stages to prevent project delays that could lead to increased construction costs. First Vice Speaker of the Bandung City Council, Toni Wijaya, emphasized that the FGD should not merely conclude with conceptual discussions. He stated that the forum's outcomes must translate into a clear risk mapping with mitigation steps and defined roles for each party. "My hope is that this follow-up FGD does not stop at conceptual discussions alone. Its results must produce a clear risk mapping and mitigation matrix, complete with role allocation, anticipatory steps, and mechanisms for resolution if obstacles arise during implementation," Toni said in a statement quoted on Sunday (9/8). According to Toni, collaboration between the City Council, regional apparatus, and the project implementers is crucial to ensure every construction phase adheres to regulations. In the mitigation process, the Regional Inspectorate is expected to function as an early warning system, ensuring the construction proceeds in line with principles of good governance, transparency, and accountability. Meanwhile, the Bandung City Health Office plays a role in preparing various scenarios during the construction transition period to ensure optimal health services for the community amidst the RSUD construction. On the other hand, the Bandung City Council will exercise its budgeting and oversight functions to ensure the construction of both buildings is completed on time, with the specified quality and budget, and provides maximum benefit to the citizens of Bandung. Previously, the FGD also yielded several agreements, including a shared perception of regulations, support for multi-year financing schemes, and legal certainty as a basis for project execution. The next stage will involve translating all discussion outcomes into concrete actions through comprehensive risk mapping and mitigation. The City Council stressed that the success of the RSUD and Inspectorate Building construction will be measured not only by the completion of the construction itself but also by the government's ability to ensure the project is executed on time, with the right quality, within budget, has a strong legal foundation, and delivers maximum benefits to the people of Bandung.
