Cambodian Military Transitions to Bank Transfers for Salaries, Holds Training and Shares Challenges
Cambodia's Ministry of National Defense convened a meeting to discuss the transition of salary payments for military personnel to a banking system. This initiative, mandated by the Prime Minister, involves collaboration between the Ministry of Economy and Finance, the Ministry of Defense, and the National Bank of Cambodia, aiming to enhance financial inclusion and efficiency for soldiers.
Phnom Penh, July 14, 2026 (AKP)-- A meeting to disseminate information on the opening of salary payments through the banking system for military personnel of the Royal Cambodian Armed Forces was held on the morning of July 13, 2026, presided over by Lieutenant General Chai Sangyun, Permanent Secretary of State, representing His Excellency General Tea Seiha, Deputy Prime Minister and Minister of National Defense. Lieutenant General Chai Sangyun stated that the main objective of this meeting is to directly hear the actual situation, experiences, difficulties, challenges, and requests from each unit in preparing and implementing the opening of salary payments through the banking system. All opinions and inputs received from this meeting will be collected as inputs for study, analysis, summation, and reporting to the Ministry's leadership for consideration in issuing leadership measures and solutions appropriate to the actual situation. Lieutenant General Chai Sangyun, Permanent Secretary of State, expressed his gratitude to all Excellencies, Ladies, Gentlemen, and Madam who have supported the government's leadership policy on opening salary payments through the banking system for military personnel of the Royal Cambodian Armed Forces. He noted that through some units that presented their interventions, several points were raised for His Excellency the Deputy Prime Minister and Minister of National Defense to consider and decide upon. He also requested the General Department of Logistics and Finance to summarize the meeting report for His Excellency the Deputy Prime Minister and Minister of National Defense to be informed for decision-making on various issues. Experts will be invited to gather and discuss, providing specific guidance to ensure the successful implementation of this work within one year, with all parties striving for success. It is to be noted that based on the high-level assignment from Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, to His Excellency Deputy Prime Minister and Minister of Economy and Finance, in cooperation with His Excellency General, Deputy Prime Minister and Minister of National Defense, and Madam Governor of the National Bank of Cambodia, to organize the opening of salary payments through the banking system for military personnel of the Royal Cambodian Armed Forces. The Ministry of Economy and Finance has established an ad hoc working group responsible for the project to expand the scope of salary payments through the banking system for the Royal Cambodian Armed Forces. This working group organized a meeting in June 2026. Based on this working group meeting, Samdech Moha Borvor Thipadei, the Prime Minister, gave a decision and high-level guidance, allowing the Ministry of National Defense to select one or more banks from the eight banks that have signed Memoranda of Understanding with the Ministry of Economy and Finance for the opening of salary payments through the banking system for military personnel of the Royal Cambodian Armed Forces, as agreed by the relevant units under the authority of the Ministry of National Defense. Concurrently, military officials from the Ministry of National Defense are paying close attention to preparing a standardized monthly salary payment list for all units to prepare for input into the system. They will strengthen the monthly implementation procedures for providing data to partner banks for military salary payments through banks, enhance the high level of military secrecy, and prepare specialized teams for implementation by providing additional training and strengthening the capacity of higher officials, regional commanders, divisions, and all subordinate units to use digital banking programs and online payment management systems. In addition, close cooperation with partner banks and relevant institutions will continue to prepare for the implementation of salary payments through the banking system for military personnel throughout the Royal Cambodian Armed Forces, as decided by the Royal Government. Another point is the benefit related to the Social Security Fund (BSS), as BSS does not disburse cash but transfers funds directly to the banking system, meaning it is deposited into each soldier's account.
