PM Hun Manet: Rights and Freedoms Must Be Under Law, Meets UN Special Rapporteur

Cambodian Prime Minister Hun Manet stated that the exercise of rights and freedoms must be responsible and within the bounds of the law during a meeting with UN Special Rapporteur on human rights, Mr. Thomas Andrews, on July 30. The Prime Minister explained to Mr. Andrews that regardless of a country's size, the enforcement of law and the promotion of human rights must be under the law, and each nation has its own unique characteristics. He also emphasized the government's commitment to promoting the fundamental rights and freedoms of citizens, particularly access to healthcare and education. Reaffirming Cambodia's commitment to improving its human rights situation, the Prime Minister called for constructive and equitable cooperation partners. He encouraged the Special Rapporteur to work closely with relevant ministries and institutions, and to base his reports on comprehensive information from all stakeholders to contribute to further enhancing Cambodia's human rights situation. Mr. Andrews commended Cambodia for accepting eight out of nine human rights-related instruments and expressed readiness to cooperate with Cambodia in a constructive spirit. He also thanked the government and relevant ministries for their open and understanding cooperation during his visit to Cambodia. In addition to human rights issues, the meeting also discussed the border conflict between Cambodia and Thailand, particularly the issue of refugees displaced by the conflict. Mr. Andrews highly praised the Cambodian government's commitment to assisting and protecting refugees who cannot return to their homes due to the Cambodia-Thailand border conflict. Prime Minister Hun Manet informed Mr. Andrews of Cambodia's determination and stance to resolve this border issue peacefully, based on international law and existing agreements.
