Japan's ODA Strengthens Cambodia-Japan Health Cooperation, Boosting Healthcare System Development

The Cambodian Ministry of Health has announced that Japan's Official Development Assistance (ODA) is strengthening Cambodia-Japan health cooperation and playing a crucial role in promoting the development of the healthcare system and human resource training. This is part of the efforts to achieve Universal Health Coverage (UHC). During a meeting on September 14, 2026, at the Ministry of Health with a delegation from the Japanese Senate, led by Mr. Furukawa Toshiharu, along with representatives from the Japanese Embassy and JICA, Health Minister Professor Chheang Ra expressed his deep gratitude to the Japanese government and people for their ODA contributions, particularly in the construction and modernization of healthcare infrastructure. This includes the development of national and provincial hospitals. Technical cooperation in developing the capacity of healthcare personnel and continuous training was also highly praised, as it directly addresses the pillars of the Ministry of Health's Strategic Plan (HSP4, 2025-2034). Furthermore, Cambodia requested Japan's continued support in areas such as reducing disparities in healthcare services, transforming regional hospitals into advanced treatment centers, and developing a digital health system to achieve UHC by 2030. The Ministry of Health reiterated its commitment to implementing all Japanese ODA with transparency and high efficiency. This cooperation serves as a significant driving force for Cambodia in addressing healthcare challenges, particularly in improving medical access in rural areas and establishing a system for providing advanced medical care. Japan has long been a key partner in Cambodia's socio-economic development, especially in the health sector.
