UNGA: Analysts Urge Cambodia to Press Border Case with Thailand

PHNOM PENH, Sept 24, 2026 (KPT) — Geopolitical analysts are urging Cambodia to leverage its participation in the United Nations General Assembly as an opportunity to reinforce its position on the border dispute with Thailand by grounding the issue in international law and multilateral principles. Analyst Gnel Rattha told KPT English it was timely for Foreign Minister Prak Sokhonn to raise the matter during the 81st session of the General Assembly in New York, noting that the bilateral Conciliation Commission under Annex V of the UN Convention on the Law of the Sea is already underway in Singapore. “Presenting the dispute at the UN platform prevents Thailand from framing the issue as purely bilateral, where it holds demographic and economic leverage,” he said. Rattha urged Cambodia to avoid hostile rhetoric and instead deliver a “firm, law‑based and constructive statement,” stressing adherence to UNCLOS, respect for the 2001 Memorandum of Understanding, and equitable resource‑sharing through a proposed Joint Development Area. He warned that aggressive language could alienate neutral parties and allow Thailand to argue Cambodia was escalating tensions. Highlighting a joint economic approach, including a 50‑50 resource‑sharing arrangement pending boundary resolution, would demonstrate Cambodia’s focus on stability and mutual benefit, he said. International security analyst Thong Mengdavid agreed, saying the UN stage helps keep global attention on peace and security in Southeast Asia. “It fits right into Cambodia’s long‑standing habit of using international stages to protect its interests,” he said. Mengdavid added that placing Cambodia’s position on the UN record would frame the dispute in terms of treaties and international law, while cautioning against confrontation. “Direct hostility rarely pays off,” he said, urging Cambodia to stand firm on principles while demonstrating commitment to peaceful resolution. According to the foreign ministry, Sokhonn departed for New York to lead Cambodia’s delegation during the high‑level debate from Sept 22 to 28, under the theme “Restoring trust, managing transformation: a United Nations that delivers for all.” He is expected to highlight multilateralism, call for a stronger UN system, and outline Cambodia’s development priorities, including sustainable and inclusive growth. On the sidelines, Sokhonn will hold bilateral meetings with foreign counterparts on peace, security and development. The General Assembly’s debate brings together leaders and senior officials from member states to present priorities and exchange views on global challenges.
