Vietnam Mandates 'Genuine Teaching, Testing' for All Schools by 2030

Vietnam's Ministry of Education and Training has mandated that nearly 19,000 schools nationwide, from kindergarten to university level, must establish environments for 'genuine teaching, genuine learning, genuine testing, and genuine results' by 2030. This initiative is part of an action plan to strengthen discipline and build a culture of honesty and integrity within educational institutions. This year, all schools are required to disseminate codes of conduct emphasizing honesty and integrity to all educators, students, and pupils. Furthermore, at least 95% of general education schools and 100% of universities will implement digital technologies for managing academic records, scores, and exam supervision. The Ministry also calls for the elimination of unnecessary administrative tasks for teachers outside their professional duties, the abolition of non-essential competitions, and a move away from solely using scores for evaluation and ranking. By 2030, all management agencies and schools are expected to build and maintain an environment that prevents, detects, and strictly handles examination fraud. This aims to enhance the credibility of evaluation results and degrees within Vietnam's education system in the region by 2035. Management agencies are also instructed not to solely rely on graduation and entrance exam results for ranking, evaluating, or rewarding localities and schools. The Ministry is also set to amend and perfect examination regulations and issue regulations on academic integrity. The message of 'genuine teaching, learning, testing, and results' has been repeatedly emphasized by Minister of Education and Training Hoang Minh Son. In late July, he stressed the need to thoroughly end practices such as score inflation, falsifying academic records, and chasing achievements and competitive results, emphasizing the formation and education of academic integrity from the earliest stages of schooling and through subsequent levels. Currently, Vietnam has approximately 18,600 general education schools and over 300 universities.
