Hanoi's Hoa Lac Hi-Tech Park Seeks New Development Paradigm
Hanoi has identified a 'thinking barrier' in the development of Hoa Lac Hi-Tech Park, pushing for its evolution from a mere R&D hub into an ecosystem integrated with a modern city. Alongside infrastructure development, investment attraction strategies are also being reviewed.
Hanoi is seeking a paradigm shift in the development of Hoa Lac Hi-Tech Park, one of Vietnam's leading R&D hubs, moving beyond its current framework. The city identifies a 'thinking barrier' as the primary challenge, aiming to transform the park from a mere R&D and innovation zone into an ecosystem that generates economic value and serves as the capital's innovation center, integrated with a modern urban environment. In the first half of 2026, Hanoi attracted approximately USD 848.5 million in investment across its high-tech parks and industrial zones, a notable 28.6% increase year-on-year. Hoa Lac Hi-Tech Park alone hosts 113 projects, with business activities generally stable. Revenue for the first six months of 2026 is estimated at USD 6,698 million (up 9.3% from the same period in 2025), budget contributions at VND 11 trillion (up 20%), and exports at USD 4,039 million (up 8.8%), accounting for about 38% of the city's total export turnover. However, challenges remain. Hoa Lac Hi-Tech Park still has 87.7 hectares of land yet to be cleared, and the commercial land occupancy rate is around 42%. The park also faces issues with underdeveloped science-technology and general infrastructure. The model for investing in, managing, and operating Hoa Lac Hi-Tech Park's infrastructure needs innovation. The Management Board of Hanoi's High-Tech Parks and Industrial Zones has proposed that the city prioritize allocating sufficient state budget to complete land clearance in Hoa Lac and Phu Cat communes in the third quarter of 2026. They also requested approval in principle for using city-level budget funds to continue investing in and completing the technical, digital, social, and technological infrastructure of Hoa Lac Hi-Tech Park by 2030, with an estimated total investment of approximately VND 8,284 billion. At the meeting, Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, pointed out that the biggest bottleneck for Hoa Lac Hi-Tech Park is not infrastructure or land, but the 'development thinking.' He noted that, based on international experience, sustainable high-tech parks must be built on a '1+1' model, integrating high technology with a modern urban environment. This park must not only be a place for research and innovation but also a center for generating economic value and innovation for the capital. Hoa Lac has reached the limits of its old development model. Therefore, the park needs to transition to new development thinking. Concurrently, it must improve its management apparatus, enhance operational autonomy, and be more selective in choosing investors for high-tech fields, while accelerating the development of supporting services and commerce to complete the ecosystem. To address these bottlenecks, City Party Secretary Tran Duc Thang emphasized the need to change approaches and implementation methods. This involves clearly defining tasks within the overall development plan for the western part of the capital, strengthening coordination with transportation infrastructure, Vietnam National University, other universities, Hoa Lac Airport, urban railways, and surrounding urban areas. The city will urgently resolve existing issues, starting with the completion of land clearance. It will review the entire development orientation, investment attraction mechanisms and policies, and administrative procedures. Furthermore, all existing and preparatory investment projects will be inspected, and those with slow implementation or that do not meet criteria will be decisively terminated to secure clean land for capable investors. Regarding development orientation, Secretary Tran Duc Thang stressed that Hoa Lac Hi-Tech Park has many advantages in attracting top-tier technology investors if a synchronized ecosystem is established. Future development will focus on simultaneously advancing human resource development, university networks, power and transportation infrastructure, cultural, healthcare, and educational facilities, as well as housing for experts and workers, creating a favorable environment for long-term corporate investment and growth.
