Over 3,300 Cambodian Families Displaced by Thai Military Actions Near Border

The Cambodian Ministry of Defense announced on September 16, 2026, that a coordination team (CLG) facilitated a visit for Brigadier General ANTERO S. NARCISE PN (M), Deputy Inspector General of the Armed Forces of the Republic of the Philippines, and the ASEAN Observer Team–Cambodia (AOT-KH) to conduct an on-site inspection of the situation along the Cambodia-Thailand border and within a refugee camp in Rong Cham village, Banteay Meanchey province. Currently, 3,318 families, totaling 13,259 people, are unable to return to their homes. Their residences have reportedly suffered destruction from airstrikes and artillery shelling, and illegal occupation by Thai military forces. Cambodia welcomes the role of the Philippines as ASEAN Chair and the ASEAN Observer Team in monitoring and verifying the actual situation, supporting the implementation of the ceasefire, and building confidence between Cambodia and Thailand. The on-site observation and verification by Brigadier General ANTERO S. NARCISE PN (M) and the ASEAN Observer Team at the aforementioned refugee camp provided the delegation with a direct view of the humanitarian impact that Cambodian civilians continue to face. It clearly highlighted the absolute necessity of commencing demarcation work by the Cambodia-Thailand Joint Border Commission (JBC) as soon as possible, in accordance with the existing agreement stipulated in point four of the Joint Communiqué of the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025.
