Philippines, Ukraine Continue Drone Co-Production Talks

The Philippines and Ukraine are continuing discussions on a proposed drone co-production agreement first raised in 2025, with both sides still working on the framework for the deal. This initiative is part of broader efforts to expand defense cooperation between the two nations. According to the Ukrainian Embassy in Manila, there are no specific updates at this time, but work is progressing on both sides. The proposed agreement was discussed during a meeting on July 24 between Ukrainian Deputy Head of the President Ihor Zhovkva and Philippine Defense Undersecretary Salvador Melchor B. Mison, Jr. Ukraine has stated that this arrangement would form part of its 10-year drone deal program, which aims to promote defense-industrial cooperation and share battlefield experience. Ukraine has similar agreements in place with the United Arab Emirates, Saudi Arabia, and Qatar. In the context of the Philippines' defense industry, modernization of equipment has been a priority in recent years, with a particular focus on unmanned aerial vehicle (UAV) technology. Cooperation with Ukraine could contribute to enhancing the Philippines' defense capabilities. The drone technology and operational expertise gained by Ukraine in conflict zones may also offer valuable learning opportunities for the Philippines.
