Myanmar Junta Leader Visits Cambodia to Bolster Regional Legitimacy

Myanmar's Commander-in-Chief Min Aung Hlaing concluded a two-day visit to Phnom Penh, Cambodia, aimed at shoring up his regime's regional legitimacy. The visit is seen as an attempt by Myanmar, which faces increasing isolation within ASEAN, to maintain and strengthen ties with friendly nations. During his meeting with Cambodian Senate President Hun Sen, both sides agreed to establish a formal cooperation framework between their armed forces. Four cooperation documents were signed, covering double taxation, investment, culture, and media and information cooperation. The focus will also be on expanding cooperation in education, trade, agriculture, and tourism. However, the visit has met with significant concern and criticism from the international community. Min Aung Hlaing led the 2021 coup that overthrew the civilian government of Aung San Suu Kyi and faces potential prosecution in international courts for alleged atrocities, including the genocide of the Rohingya minority. The International Criminal Court (ICC) has requested an arrest warrant for him. The International Court of Justice (ICJ) is expected to deliver its verdict next month on the genocide case against Myanmar's military. ASEAN has struggled to present a unified stance on Myanmar due to differing political systems and internal affairs among its member states. How the bloc addresses countries under military rule, like Myanmar, directly impacts ASEAN's own legitimacy. Cambodia's official reception of the Myanmar junta has drawn scrutiny from some member states and the international community, questioning ASEAN's principles and commitment to international law. This action could also undermine Cambodia's own reliance on international law for resolving its border disputes with Thailand, which it has previously pursued through legal channels.
