CHR Clarifies Stance on PDL Trust Fund Probe, Emphasizes Independent Investigation

MANILA, Philippines — The Commission on Human Rights (CHR) on Friday clarified that it never said that there was “no need” to conduct separate investigations into alleged missing funds of persons deprived of liberty (PDLs) at the Correctional Institution for Women (CIW) in Mandaluyong City. The CHR said it issued the statement to prevent false narratives following the meeting on Sept. 1 with the CIW and the Bureau of Corrections (BuCor) regarding the incident. The commission, however, did not specify the alleged inaccurate reports. The CHR, meanwhile, maintained that it will “independently” undertake appropriate action within its mandate to probe the alleged missing funds of the PDLs. “While it was noted during the meeting that BuCor is conducting its own investigation, the CHR reiterated its constitutional independence and declined the proposal to conduct a joint investigation,” it said. The commission added that it sent a letter addressed to Director General Gregorio Pio Catapang, Jr. regarding the inaccurate account of the meeting. About P6 million-worth of trust fund—money sent by families and inmates—was reportedly lost. The BuCor previously said it relieved two CIW personnel responsible for the funds amid an ongoing probe. The CHR maintained that it will pursue its mandate according to the Constitution, “particularly in protecting the rights and welfare of persons deprived of liberty.” /cb
