Parents' Birthdates in Birth Certificates Proposed to Combat Fraud

Senator Raffy Tulfo has proposed legislation requiring the inclusion of parents' birthdates on birth certificates, a move aimed at preventing fraudulent birth registrations and identity manipulation. Tulfo floated the idea during the Senate finance committee's budget deliberations, highlighting that current birth certificates lack parental birthdate information, which can be exploited for impersonation and false registrations. If enacted, the law would mandate the Philippine Statistics Authority (PSA) to update birth certificate formats to include the birthdates of both parents, thereby enhancing the integrity of vital records and deterring fraudulent activities. The PSA is the primary custodian of demographic statistics in the Philippines, including births, deaths, and marriages, forming the bedrock of national identification. This proposal is seen as a crucial step towards improving the accuracy and security of demographic data in the country, particularly important for overseas workers and those requiring identification abroad.
