Hanoi Accelerates Digitalization of Administrative Procedures, Eliminates Paper Transactions

Hanoi City, Vietnam's capital, has implemented new regulations to further promote the digitalization of administrative procedures. These regulations aim to place citizens and businesses at the center of service provision, drive the full digitalization of administrative procedures, and largely eliminate paper-based transactions. The use of Artificial Intelligence (AI) in the management and provision of public services will also be significantly enhanced. This push for digitalization is part of Hanoi's efforts to improve the efficiency and convenience of administrative services. Previously, administrative procedures often involved complex paperwork and in-person interactions, consuming significant time and effort. The new regulations are expected to alleviate the burden on citizens and businesses by enabling many procedures to be completed online. The utilization of Digital Service Stations (Trạm dịch vụ công số) is a key element in advancing administrative procedure reform. This initiative aims to create more accessible services by integrating physical service points with digital platforms. Efforts to improve access to online public services in remote and ethnic minority areas are also underway across Vietnam, such as in Quang Tri province, and Da Nang city is piloting similar Digital Service Stations. Administrative reforms in Hanoi, within its one-party system, are positioned as part of the foundational infrastructure supporting economic growth. Improved administrative efficiency through digitalization is expected to contribute to attracting foreign investment and enhancing the business environment. Furthermore, in its relationship with China, while strengthening economic ties, the country aims to boost its international competitiveness by upgrading domestic administrative services.
