Cambodia's Central Bank Discusses Digital Payment Security Enhancement with Visa

The National Bank of Cambodia (NBC) held discussions with senior management from the international payment card company Visa to exchange views on the progress of digital payments, opportunities for expanding cooperation, and strengthening the security of digital payments. Dr. Chea Serey, Governor of the NBC, received a courtesy call and held discussions with the senior management of Visa, led by Ms. Ana Vasconcellos, Vice President for Southeast Asia, on the afternoon of September 22, 2026, at the Wat Phnom building of the National Bank of Cambodia. The discussions focused on exchanging views on the progress of past cooperation, exploring new opportunities for expanded collaboration, strengthening the security of digital payments, and promoting financial inclusion, especially for micro, small, and medium-sized enterprises (MSMEs). Regarding operational security, Ms. Vasconcellos highlighted Visa's technological capabilities and solutions for detecting suspicious transactions and fraud risks, which can support financial institutions in enhancing user protection and increasing confidence in digital payments. During the meeting, Governor Chea Serey also mentioned the progress in developing Cambodia's payment systems, particularly the expansion of cross-border connectivity. She also spoke about the upcoming Black Swan Summit, scheduled for November, coinciding with Cambodia's hosting of the Francophonie Summit. The Governor emphasized that this summit will serve as a platform for sharing experiences and showcasing innovations in Cambodia's digital payment systems, while also providing international guests an opportunity to experience Cambodia's digital payment services.
