Cambodia to Host 23rd ASEAN Cooperation Meeting on Public Service Matters

Cambodia is set to host the 23rd ASEAN Conference on Civil Service Matters (ACCSM) and the 8th ASEAN+3 Conference on Civil Service Matters (ACCSM+3) from August 3 to 5, 2026, in Siem Reap. This marks the second time Cambodia will preside over this crucial regional gathering, with the previous instance occurring two decades ago. The ASEAN Cooperation on Civil Service Matters (ACCSM) was established in 1980, originating from the ASEAN Conference of Reforms in the Civil Service (ACRCS). The inaugural ACCSM meeting took place in the Philippines in 1981. Cambodia joined ASEAN in 1999, and two years later, in 2001, became a member of the ACCSM. During the period of 2005-2006, Cambodia served as the chair of the ACCSM operational framework for the first time, under the high auspices of Prime Minister Hun Sen. This upcoming hosting is significant, as it occurs roughly 20 years after Cambodia's initial period of leadership within the ASEAN framework. Beyond the ACCSM mechanism, the ASEAN+3 framework expands cooperation with China, Japan, and South Korea, nations recognized for their advanced experience in public service management and development. Furthermore, collaboration extends to several other ASEAN dialogue partners, including Australia, Canada, and India. Cambodian officials emphasize that hosting this conference will yield three major benefits for the nation. Firstly, it will bolster the capacity of civil servants and institutions through various training programs and initiatives aimed at enhancing knowledge and skills. Secondly, it will elevate Cambodia's national prestige within the region. Thirdly, and most importantly, it will lead to improved service delivery for citizens. The rationale is that when civil servants are capable, perform their duties effectively, and uphold strong ethical standards, the quality of public services naturally improves. In related activities, Deputy Prime Minister Hun Many and the Cambodian delegation have participated in significant forums, including the handover ceremony for the rotating ACCSM chairmanship for the 2024-2026 term, and have been involved in preparations for the upcoming ACCSM and ACCSM+3 meetings.
