President Marcos Postpones BARMM Visit Amidst Political Uncertainty

COTABATO CITY (MindaNews / July 21, 2026) – The "National and BARMM Governments Convergence Program," slated for Monday in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), was abruptly postponed. President Ferdinand Marcos Jr.'s visit, initially scheduled for Monday morning, was canceled near midnight on Sunday, with no official explanation given. Interim Chief Minister Abdulraof Macacua informed MindaNews on Monday that the reason for the cancellation was a recommendation from the Presidential Security Group (PSG). The program, which was supposed to take place at the Shariff Kabunsuan Cultural Complex, has now been rescheduled for Wednesday. The venue has also been shifted to the 6th Infantry Division headquarters at Camp Siongco in Awang, Datu Odin Sinsuat, Maguindanao del Norte, adjacent to Cotabato Airport. The convergence program's theme, "Mas Matatag na Bangsamoro tungo sa Bagong Pilipinas," merges the slogan of interim Chief Minister Macacua's administration with the Marcos administration's "Bagong Pilipinas." However, the postponement and venue change have ignited speculation regarding political implications, especially with the BARMM's first parliamentary elections scheduled for September 14. The BARMM's transition period, initially set for three years, has undergone several extensions and is now slated to conclude on October 30, 2026. President Marcos's appointment of Macacua as interim Chief Minister in March 2025, replacing Ahod "Al Haj Murad" Ebrahim, the MILF chair, has also led to internal dissent. The MILF peace implementing panel and supportive groups are reportedly demanding the reinstatement of Murad and other MILF nominees who were not appointed by Marcos. Murad is listed as the first nominee for party representative of the United Bangsamoro Justice Party (UBJP), the MILF's political party. Macacua himself is running as an Independent candidate for district representative in the 3rd district of Maguindanao del Norte. Voters in BARMM will elect 80 Members of Parliament, who will then vote for the Chief Minister. The President's visit, now scheduled for Wednesday, falls just eight days before July 30, the commencement of the 45-day election campaign period for the September 14 polls. The newly elected officials are set to assume office on October 30, the same day the transition period concludes. Major General Jose Vladimir Cagara, commander of the 6th Infantry Division, stated that they had received no information indicating any security threat linked to the cancellation of the President's supposed Monday visit. The convergence program is described as a "one-stop government service initiative" aimed at providing essential services to the public, including ceremonial turnovers of assistance, housing units, and infrastructure projects. It will also feature service booths for overseas Bangsamoro workers, job fairs, business registration, legal consultations, and other frontline government services. Participating ministries and offices will distribute various forms of assistance, such as educational, medical, and livelihood aid, and award land titles. Macacua noted that this program has been a long-standing initiative of BARMM, and its timing coincides with national government aid distribution to local government units.
